* WHAT...Mixed precipitation expected. Total snow and sleet accumulations of 1 to 3 inches and ice accumulations up to one tenth of an inch are expected. Winds gusting as high as 35 mph. * WHERE...Portions of northwest Minnesota and northeast and southeast North Dakota. * WHEN...From midnight tonight to 10 AM CDT Friday. * IMPACTS...Plan on slippery road conditions. Visibility reductions below one half mile may occur where localized moderate to heavy snow rates occur. The hazardous conditions are expected to impact the Friday morning commute.

Periods of rain will transition to snow this evening and tonight over central North Dakota. There will be a period during this transition where light freezing rain or sleet will be possible, especially over parts of the James River Valley. This may lead to slippery driving and walking surfaces. If travel is planned late this evening or overnight, be prepared for the possiblity of changing road conditions.

Red River of the North at Pembina affecting Kittson and Pembina Counties. * WHAT...Minor flooding is forecast. * WHERE...Red River of the North at Pembina. * WHEN...From Saturday afternoon until further notice. * IMPACTS...At 39.0 feet, MINOR FLOOD. * ADDITIONAL DETAILS... - At 10:30 AM CDT Thursday the stage was 35.2 feet. - Forecast...The river is expected to rise above flood stage early Saturday afternoon and continue rising to a crest of 40.7 feet Monday evening. - Flood stage is 39.0 feet.
