* WHAT...Dangerously cold wind chills as low as 30 below. * WHERE...The Oklahoma and Texas Panhandles. * WHEN...Until noon CST Wednesday. * IMPACTS...The dangerously cold wind chills as low as 30 below zero could result in hypothermia and could cause frostbite on exposed skin in as little as 30 minutes. Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures.

* WHAT...Snow expected. Additional snow amounts up to 3 inches. Total snow accumulations between 4 and 10 inches with heaviest amounts across northwest Arkansas. Gusty north winds will cause areas of blowing and some drifting of snow. * WHERE...Portions of northwest Arkansas and east central and northeast Oklahoma. * WHEN...Until 3 AM CST Wednesday. * IMPACTS...Roads, and especially bridges and overpasses, will likely become slick and hazardous. Whiteout conditions are expected and will make travel treacherous and potentially life-threatening. Plan on slippery road conditions. Areas of blowing snow could significantly reduce visibility.
