The National Weather Service in Norman has issued a Red Flag Warning for portions of northwestern Oklahoma, which is in effect from noon to 8 PM CDT Sunday. * WINDS...Southwest 15 to 20 mph with gusts up to 30 mph. * RELATIVE HUMIDITY...As low as 10 percent. * TEMPERATURES...Up to 77. * IMPACTS...Any fires that develop will likely spread rapidly. Outdoor burning is not recommended. * SEVERITY... FUELS (ERC)...70th-89th percentile...4 (out of 5). WEATHER...Near Critical...2 (out of 5). FIRE ENVIRONMENT...6 (out of 10).

Neosho River near Commerce affecting Ottawa County. * WHAT...Minor flooding is occurring and moderate flooding is forecast. * WHERE...Neosho River near Commerce. * WHEN...Until early Tuesday afternoon. * IMPACTS...At 18.0 feet, moderate agricultural flooding occurs with Riverview Park experiencing minor to moderate flooding. Low lying places around Miami may be cut off from easy access. * ADDITIONAL DETAILS... - At 7:30 PM CDT Saturday the stage was 16.1 feet. - Forecast...The river is expected to rise to a crest of 18.4 feet early Monday morning.
