Special Weather Statement issued March 29 at 10:59AM EDT by NWS Blacksburg VA

Dry and windy conditions are expected this afternoon from the from the mountains to the Blue Ridge foothills...including the New River, Roanoke, and Shenandoah Valleys. Relative humidity values are expected to drop under 30 percent associated with strong northwest winds of around 15 to 25 mph, with gusts of 30 to 50 mph. This will result in the continued rapid drying of leaf litter and other forest fuels. Residents and visitors are urged to exercise caution if handling open flames or equipment that creates sparks. Also, dispose of cigarette butts, matches, and other flammable items in appropriate containers. Keep vehicles off of dry grass and obey local burn bans. Most dry grasses, dead leaves, and other tree litter could easily ignite and spread fire quickly. Flood Warning issued March 29 at 9:54AM EDT until March 31 at 11:36PM EDT by NWS Wilmington NC

...The Flood Warning is extended for the following rivers in North Carolina... Cape Fear River At William O Huske Lock And Dam 3 affecting Cumberland and Bladen Counties. ...The Flood Warning continues for the following rivers in South Carolina... Great Pee Dee River At Pee Dee affecting Florence and Marion Counties. * WHAT...Minor flooding is forecast. * WHERE...Cape Fear River at William O Huske Lock And Dam 3. * WHEN...From late tonight to late Sunday evening. * IMPACTS...At 42.0 feet, Water levels will top the navigational lock and equipment must be removed. Minor flooding will occur on land adjacent to the east bank of the river. * ADDITIONAL DETAILS... - At 9:00 AM EDT Friday the stage was 39.9 feet. - Forecast...The river is expected to rise above flood stage just after midnight tonight to a crest of 42.8 feet early tomorrow afternoon. * WHAT...Seas have fallen generally to 4 to 6 ft across our waters as of this morning and are forecast to continue to lower so the high surf advisory has been cancelled. For the Coastal Flood Advisory, up to one to two feet of inundation above ground level expected in sound-side low- lying areas near shorelines and tidal waterways. * WHERE...Areas along the Pamlico Sound, on Hatteras Island. * WHEN...Until 2 PM EDT this afternoon. * IMPACTS...Up to 1 to 2 feet of inundation above ground level is possible in low-lying areas near shorelines and tidal waterways resulting in a low threat of property damage. Some roads and low lying property including parking lots, parks, lawns, and homes adjacent to the waterfront will experience shallow flooding. Dangerous swimming and surfing conditions and localized beach erosion.

* WHAT...Up to one to two feet of inundation above ground level expected in low-lying areas near shorelines and tidal waterways. * WHERE...Areas along the Pamlico Sound and adjacent tidal creeks as well as the vulnerable portions of northern Ocracoke. * WHEN...Until 2 PM EDT Friday. * IMPACTS...NCDOT is reporting that NC 12 on the northern end of Ocracoke Island remains closed due to ocean overwash and dangerous driving conditions.
