Flows in rivers may increase quickly and reach critical levels. * WHAT...Flooding caused by rain and snowmelt continues to be possible. * WHERE...A portion of central New York, including the following areas, Northern Oneida and Southern Oneida. * WHEN...Through Thursday afternoon. * IMPACTS...Excessive runoff from heavy rain and snowmelt may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Ice jams will also be possible in areas where significant ice remains. * ADDITIONAL DETAILS... - Between three quarters of an inch and one inch of rain is expected through Thursday morning. This rain combined with warm temperatures will result in significant snowmelt. ...The National Weather Service in Buffalo NY has issued a Flood Warning for the following rivers in New York... Black River At Watertown affecting Lewis and Jefferson Counties. For the Black River...including Watertown...Minor flooding is forecast. * WHAT...Minor flooding is forecast. * WHERE...Black River at Watertown. * WHEN...From late tonight until further notice. * IMPACTS...At 10.0 feet, Flood stage, farmland flooding begins in the Flats with some roads flooded. Minor damages to riverfront commercial properties in Dexter. * ADDITIONAL DETAILS... - At 12:30 PM EDT Wednesday the stage was 8.29 feet. - Bankfull stage is 8.0 feet. - Forecast...The river is expected to rise above flood stage late tonight and continue rising to a crest of 11.4 feet early tomorrow afternoon. It will then rise to another crest of at least 11.5 feet Saturday. Ice jams will also be possible in areas where significant ice remains. * ADDITIONAL DETAILS... - Between an inch and an inch and a half of rain is expected from last night through tonight. This combined with warm weather will result in snow melt, with a deep snow pack in place across the Black River basin. This will cause rises on the Black River, Moose River, Independence River, and Beaver River as well as other tributaries. Creeks, brooks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - Mild temperatures into tonight will allow snow on the ground to continue to ripen and melt. There will also be moderate to locally heavy rain late this afternoon into tonight. The combination of runoff from snow melt and rainfall will result in rising rivers that will likely cause ice to break up and move, potentially resulting in ice jams and associated flooding.
