* WHAT...Urban and small stream flooding caused by excessive rainfall is expected. * WHERE...A portion of southeast Illinois, including the following counties, Lawrence and Richland. * WHEN...Until 545 PM CDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. * ADDITIONAL DETAILS... - At 237 PM CDT, Doppler radar indicated heavy rain due to thunderstorms. This will cause urban and small stream flooding. Between 1.5 and 3 inches of rain have fallen. - Additional rainfall amounts up to 1 inch are expected over the area. This additional rain will result in minor flooding. - Some locations that will experience flooding include... * WHAT...Flash flooding caused by excessive rainfall continues to be possible. * WHERE...Portions of southwest Illinois, including the following areas, Monroe IL and Randolph IL and Missouri, including the following areas, Crawford MO, Franklin MO, Gasconade MO, Iron MO, Jefferson MO, Madison MO, Reynolds MO, Saint Francois MO, Sainte Genevieve MO and Washington MO. * WHEN...Until 7 PM CDT this evening. * IMPACTS...Low-water crossings may be flooded. Extensive street flooding and flooding of creeks and rivers are possible. * ADDITIONAL DETAILS... - Scattered showers and thunderstorms are expected through today with locally heavy rainfall likely to accompany thunderstorms. Thunderstorms will be capable of producing rainfall rates of 1-2" per hour with the strongest cells. Additional totals of 1-3" are possible with locally higher amounts. Areas that have been affected by excessive rainfall in the previous 24-36 hours will be highly susceptible to flash flooding.

Atmospheric conditions exist that favor the possible formation of weak circulations. Some of these circulations are occurring underneath developing showers and thunderstorms, where a funnel cloud may develop. Once the rain begins, the funnel cloud usually dissipates. Low hanging clouds can also appear to dip up and down at times, but they will not show signs of any rapid rotation. An actual funnel cloud will exhibit spinning in a counter-clockwise direction. In rare instances these funnels may briefly touch down. Stay alert and be prepared to move to a safe shelter if a funnel cloud approaches the ground.

Extensive street flooding and flooding of creeks and rivers are possible. Area creeks and streams are running high and could flood with more heavy rain. * ADDITIONAL DETAILS... - An additional round of rainfall is expected this afternoon and evening across portions of the area. An additional 0.75-2 inches of rain is possible. Should storms manage to train over areas that are already heavily saturated, flash flooding will be a concern.
