Minor flooding is forecast. * WHAT...Minor flooding is occurring and minor flooding is forecast. * WHERE...Neches River near Diboll. * WHEN...Until Sunday evening. * IMPACTS...At 12.0 feet, Minor lowland flooding occurs.
