Wapsipinicon River near De Witt 4S affecting Scott and Clinton Counties. * WHAT...Minor flooding is occurring and minor flooding is forecast. * WHERE...Wapsipinicon River near De Witt 4S. * WHEN...Until late tomorrow evening. * IMPACTS...At 11.0 feet, Flood Stage.
