* WHAT...Small stream flooding caused by excessive rainfall is expected. * WHERE...A portion of southeast Oregon, including the following county, Malheur. * WHEN...Until 845 PM MDT. * IMPACTS...Rises in small streams and normally dry washes and arroyos. * ADDITIONAL DETAILS... - At 542 PM MDT, Doppler radar indicated heavy rain due to thunderstorms. This will cause small stream flooding. Between 1 and 2 inches of rain have fallen. - This includes the following streams and drainages... Low Line Ditch, Willow Creek, Cow Creek, Pole Creek, High Line Ditch, Becker Creek and Black Creek. - Some locations that may experience flooding include... Widespread breezy to windy conditions will persist through Wednesday, strongest through the Cascade gaps and Columbia Basin. * AFFECTED AREA...Fire Weather Zones 691 Lower Columbia Basin of Oregon and 691 Lower Columbia Basin of Washington. * TIMING...From 11 AM to 10 PM PDT Wednesday. * WINDS...West 20 to 30 mph with gusts up to 40 mph. * RELATIVE HUMIDITY...As low 15 percent. * IMPACTS...Any fire that develops will catch and spread quickly.
