At 559 AM EST, an area of heavy snow was located over West Liberty, moving east at 30 mph. Locations impacted include... Wheeling, Steubenville, Washington, Uniontown, Moundsville, Canonsburg, Connellsville, Martins Ferry, St. Clairsville, Bellaire, Waynesburg, Cadiz, Warwood, Wellsburg, Bethlehem, West Liberty, Triadelphia, Avella, Clearview, and Valley Grove. This includes the following highways... Interstate 70 in Ohio between mile markers 212 and 225. Interstate 70 in West Virginia between mile markers 0 and 14. Interstate 70 in Pennsylvania between mile markers 0 and 40. Interstate 79 in Pennsylvania between mile markers 5 and 45. Use extra caution if you must travel into or through this intense snow shower. Rapid changes in visibility and potentially slick roads are likely to lead to accidents. Consider delaying travel until the squall passes your location.

For the Ohio River...Minor flooding is forecast. * WHAT...Minor flooding is forecast. * WHERE...Ohio River at Point Pleasant. * WHEN...Until Wednesday morning. * IMPACTS...Impacts...At 40.0 feet, Low-lying areas surrounding Point Pleasant and vicinity are flooded due to backwater. Also, the ampitheater lower pier is flooded and half way up the steps. Salt Creek Road, Hannan Trace Road, Huntington Road at Boggs Run Road and Mason Eighty Road start to flood. At 41.0 feet, The Addison, Blaville Road in Ohio is flooded and low lying areas surrounding Point Pleasant and vicinity are flooded due to backwater. At 42.0 feet, The Little Kyger Road in Ohio is flooded. * ADDITIONAL DETAILS... - At 5:00 AM EST Monday the stage was 39.9 feet. - Forecast...The river is expected to rise to a crest of 41.9 feet tomorrow morning. Lows this morning will be in the single digits for much of the area. When combined with west winds gusting up to 25 mph, wind chills will be as cold as 5 to 10 below zero. Wind chills will be below zero all day today. The gusty winds will also cause areas of blowing snow to occur today, especially on N-S oriented roads and in rural, open areas. Any slush or melting that has occurred on treated roads will refreeze this morning with the cold temperatures.

Riverfront homes near Shannoah Lane near Ziegler Lane become surrounded by water with some homes flooded by several feet of water. * ADDITIONAL DETAILS... - At 12:00 AM EST Monday the stage was 45.6 feet. - Forecast...The river is expected to rise above flood stage this afternoon. It will reach a crest of 52.1 feet early Tuesday afternoon. It will then fall below flood stage late Wednesday evening. - Flood stage is 50.0 feet.

Minor flooding of low lying areas begins. At 11.5 feet, Flood waters of Stillwater Creek will reach the intersection of East 12th Street and North Main Street in Uhrichsville and approach Newport Street.
