At 559 AM EST, an area of heavy snow was located over West Liberty, moving east at 30 mph. Locations impacted include... Wheeling, Steubenville, Washington, Uniontown, Moundsville, Canonsburg, Connellsville, Martins Ferry, St. Clairsville, Bellaire, Waynesburg, Cadiz, Warwood, Wellsburg, Bethlehem, West Liberty, Triadelphia, Avella, Clearview, and Valley Grove. This includes the following highways... Interstate 70 in Ohio between mile markers 212 and 225. Interstate 70 in West Virginia between mile markers 0 and 14. Also, the ampitheater lower pier is flooded and half way up the steps. Salt Creek Road, Hannan Trace Road, Huntington Road at Boggs Run Road and Mason Eighty Road start to flood. At 41.0 feet, The Addison, Blaville Road in Ohio is flooded and low lying areas surrounding Point Pleasant and vicinity are flooded due to backwater. Lows this morning will be in the single digits for much of the area. When combined with west winds gusting up to 25 mph, wind chills will be as cold as 5 to 10 below zero. Wind chills will be below zero all day today. The gusty winds will also cause areas of blowing snow to occur today, especially on N-S oriented roads and in rural, open areas. Any slush or melting that has occurred on treated roads will refreeze this morning with the cold temperatures.
