* WHAT...Very cold wind chills as low as 10 degrees below zero. * WHERE...All of southern Illinois, southwest Indiana, western Kentucky, and portions of southeast Missouri along the Mississippi River. * WHEN...Until noon CST /1 PM EST/ Monday. * IMPACTS...Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures. Wind chill values can lead to hypothermia with prolonged exposure.
