* WHAT...Early morning temperatures as cold as around 35 degrees could support frost development. * WHERE...Portions of north central Kansas and central and south central Nebraska, including the Tri Cities. * WHEN...Until 9 AM CDT this morning. * IMPACTS...Frost could harm sensitive outdoor vegetation. Sensitive outdoor plants may be killed if left uncovered. * ADDITIONAL DETAILS...For much of the Advisory area, the threat for frost this morning will likely be somewhat patchy in nature, and mainly favor sheltered and low-lying areas. The overall-most favored counties for perhaps more widespread frost include Dawson, Sherman, Buffalo, Gosper, Phelps and Kearney.

Numerous roads remain closed due to flooding. Streams continue to rise due to excess runoff from earlier rainfall. Low-water crossings are inundated with water and may not be passable. * ADDITIONAL DETAILS... - At 909 PM CDT, local law enforcement reported flooding in the warned area. Between 3 and 9 inches of rain have fallen. Many roads are still impassable and include two U.S. Highways. - Some locations that will experience flooding include... Parsons, Chanute, Iola, Eureka, Neodesha, Fredonia, Humboldt, Yates Center, Erie, Madison, St. Paul, La Harpe, Gas, Moran, Thayer, Altoona, Longton, Toronto, Hamilton and Severy.
