* WHAT...Urban and small stream flooding caused by excessive rainfall is expected. * WHERE...Culebra. * WHEN...Until noon AST. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Water over roadways. * ADDITIONAL DETAILS... - At 856 AM AST, Doppler radar indicated heavy rain due to thunderstorms. This will cause urban and small stream flooding. Low-water crossings may be flooded. * ADDITIONAL DETAILS... - As a trough continues to approach from the northwest, the likelihood of flooding will increase. The heaviest activity is anticipated for later this afternoon into early morning hours on Tuesday.
