Winds gusting as high as 40 mph. * WHERE...Northern St. Lawrence and Southwestern St. Lawrence Counties. * WHEN...From 7 PM this evening to 7 PM EST Thursday. * IMPACTS...The strong winds and weight of snow on tree limbs may down power lines and could cause sporadic power outages. Travel could be difficult. The hazardous conditions will impact the Thursday morning commute and possibly the evening commute. * ADDITIONAL DETAILS...Heaviest snow will be nearest to the St. Lawrence River with a sharp gradient of lighter snow to the east.
