At 353 AM EST, Doppler radar was tracking a strong thunderstorm 12 miles northwest of Salamanca, moving northeast at 50 mph. HAZARD...Wind gusts up to 40 mph and pea size hail. SOURCE...Radar indicated. IMPACT...Gusty winds could knock down tree limbs and blow around unsecured objects. Minor damage to outdoor objects is possible. Locations impacted include... Salamanca, Allegany State Park, Eden, Springville, Gowanda, Ashford, Arcade, Franklinville, North Collins, Ashford Hollow, East Concord, Concord, Collins, Yorkshire, Sardinia, Great Valley, New Albion, Dayton, Conewango, and Ellington. This includes Interstate 86 between exits 19 and 21.

* WHAT...Lake effect snow expected. Total snow accumulations of 4 to 6 inches. Winds may gust as high as 30 mph, resulting in near-blizzard conditions at times. * WHERE...Northern Oneida, Southern Cayuga, Cortland, Chenango and Otsego counties. * WHEN...From 10 PM this evening to 7 PM EST Thursday. * IMPACTS...Plan on slippery road conditions. Areas of blowing snow could significantly reduce visibility. The hazardous conditions could impact the morning or evening commute. Strong winds could cause tree damage. * ADDITIONAL DETAILS...The heaviest snow bands will be localized, and will favor Southern Cayuga, northern Cortland, far northern Chenango, and Otsego Counties. Very strong winds Wednesday evening will begin to diminish somewhat as the lake effect snow bands become more organized. Still, there is a risk of localized near- blizzard conditions at times in the heaviest snow bands.

Flows in rivers may increase quickly and approach or exceed flood stage. * WHAT...Flooding caused by rain and snowmelt continues to be possible. * WHERE...Essex County in New York and Addison, Chittenden, Eastern Rutland, Lamoille, Washington, and Western Rutland Counties in Vermont. * WHEN...From 1 PM EST this afternoon through Thursday morning. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. Low-water crossings may be flooded. * ADDITIONAL DETAILS... - Rainfall amounts of 0.5 to 1.25 inches, locally higher in thunderstorms, combined with 1 to 2.5 inches of snowmelt from a primed snowpack will lead to elevated risk of river and tributary flooding.
