* WHAT...Very cold wind chills as low as 15 to 20 below zero. * WHERE...Portions of east central Ohio, western Pennsylvania, and northern West Virginia. * WHEN...Until 1 PM EST this afternoon. * IMPACTS...The dangerously cold wind chills from 15 to 20 below zero could cause frostbite on exposed skin in as little as 30 minutes. Wind chill values can lead to hypothermia with prolonged exposure.
