Des Plaines River near Russell affecting Lake IL County. * WHAT...Minor flooding is occurring and minor flooding is forecast. * WHERE...Des Plaines River from IL/WI state line downstream to US-41 in Gurnee, including the Russell gauge. * WHEN...Until further notice. * IMPACTS...At 8.0 feet, Agricultural and park land is inundated near the river. Residential property is threatened near the river. * ADDITIONAL DETAILS... - At 12:30 PM CDT Wednesday the stage was 7.1 feet. - Recent Activity...The maximum river stage in the 24 hours ending at 12:30 PM CDT Wednesday was 7.4 feet. - Forecast...The river is expected fall below stage tonight, but then rise above flood stage again Friday and continue rising to a crest of 7.9 feet early Monday morning. - Flood stage is 7.0 feet. - Flood History...This crest compares to a previous crest of 7.9 feet on 02/23/2018. - http://www.weather.gov/safety/flood

ESFLOT Waves of rain, and possibly a few thunderstorms, will continue through Thursday night. High moisture content in the atmosphere will lead to periods of torrential downpours and the threat for 1 to 3 inches of rainfall on a widespread basis through Thursday night. Repeated rounds of rain over saturated soils may lead to flooding of low-lying and poor drainage areas as well as rises on area rivers, including along the Rock, Fox, DuPage, Des Plaines, and Illinois Rivers. This outlook means that elevated water levels and potential impacts are possible, but not yet certain. Persons should closely monitor forecasts including the possibility of flood watches, warnings, and advisories. Additional statements or outlooks may be issued late tonight.

* WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...Portions of northwest Illinois, including the following areas, Carroll, Henry IL, Mercer, Rock Island and Whiteside and Iowa, including the following areas, Benton, Cedar, Clinton, Des Moines, Henry IA, Iowa, Jackson, Jefferson, Johnson, Jones, Keokuk, Linn, Louisa, Muscatine, Scott, Van Buren and Washington. * WHEN...Through late Thursday night. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. Low-water crossings may be flooded. * ADDITIONAL DETAILS... - Widespread rainfall is expected through Thursday night, with rainfall totals reaching upwards to 2 to 3 inches. There will be the potential for swaths of rainfall greater than 3 inches as well in some areas. The cumulative effects of this rainfall will result in rises along area rivers, along with the potential for areal flooding as well.
