* WHAT...Flooding caused by excessive rainfall is expected. * WHERE...Cleveland County in the piedmont of North Carolina... * WHEN...Until 830 AM EDT. * IMPACTS...Nuisance flooding of low-lying areas adjacent to streams and other poor-drainage areas, including farmland, parks, greenways, boat-access areas, golf courses, underpasses, and parking lots. Isolated, shallow flows over roadways is possible. A few flood-prone, low-water crossings may become impassible. A small culvert washout or two is possible. * ADDITIONAL DETAILS... - At 224 AM EDT, Doppler radar indicated a several rounds of torrential rainfall are moving through Cleveland County, with additional cells of moderate rainfall moving into the county from the south. This rainfall is occurring on top of saturated soils due to a prolonged period of light to moderate showers that have occurred over the county since yesterday morning. Widespread, storm-total rainfall of the 1.5-3.5 inches fell yesterday, with the highest totals near the Rutherford County line. The rainfall has accumulated steadily, allowing soils to slowly saturate and runoff to slowly increase, resulting in steady rises in small streams. However, this current period of torrential rainfall may cause more rapid rises to develop, especially in the city of Shelby, along Sandy Run near Mooresboro Rd, and along Ashworth Creek near McCraw Rd. Isolated out-of-bank conditions impacting low-lying areas adjacent to streams are likely to develop over the next 1-3 hours. - Additional rounds of showers and thunderstorms may develop between 4am and 9am this morning. These showers and storms will be very efficient at producing heavy rainfall. Soils are saturated and streams are swollen. Therefore, additional heavy rain may quickly create new areas of flooding and cause previous areas of flooding to redevelop. As a result, Flash Flood Warnings may be issued tonight. Caution is advised near any stream or other vulnerable area. Seek higher ground immediately if heavy rain develops. Please have a plan in place should flash flooding develop and do not hesitate to act. Please heed all evacuation orders from Emergency Management officials. - Some locations that may experience flooding include... Isolated, shallow flows over roadways is possible. A few flood-prone, low-water crossings may become impassible. A small culvert washout or two is possible. * ADDITIONAL DETAILS... - At 203 AM EDT, Light to moderate showers continue to move from south to north across the northern Blue Ridge escarpment and vicinity, with heavier showers approaching from the south. Rainfall of the 2-4 inches have fallen over the past 12 hours. The rainfall has accumulated steadily, allowing soils to slowly saturate and runoff to slowly increase, resulting in steady rises in area streams including the Yadkin River, Johns River, Mulberry Creek and Buffalo Creek. - Additional rounds of showers and thunderstorms are expected to develop over the next few hours and the threat will persist through the early morning hours on Sunday. These showers and storms will be very efficient at producing heavy rainfall. Soils are saturated and streams are swollen. Therefore, additional heavy rain may quickly create new areas of flooding and cause previous areas of flooding to redevelop. As a result, Flash Flood Warnings may be issued tonight. Between 4 and 6 inches of rain have fallen over the past 12 hours. Steady rises are occurring in area streams including the Linville River, Wilson Creek, Johns River, Mulberry Creek and Warrior Fork Creek. Flash flooding is ongoing or expected to begin shortly. HAZARD...Flash flooding caused by heavy rain. SOURCE...Radar indicated. IMPACT...Expect flash flooding of low-lying areas near streams, including parks, trails, low-water crossings, boat- access areas, and campgrounds. Significant flooding of poor-drainage areas are likely, impacting travel. Low-lying roadways are likely to be flooded, requiring barricades. * Some locations that will experience flash flooding include... Crossnore, Table Rock, B.R. Parkway-Linville Falls To Grandfather, Linville Falls, B.R. Parkway-Little Switzerland To Linville, Lake James State Park, Grandfather Mountain State Park, Lake James, Jonas Ridge and Edgemont. Wilson Creek at Adako Rd, 3 miles southwest of Colletsville has risen above flood stage and is still rising. Flooding of low-lying areas adjacent to Wilson Creek is developing with lesser impacts to vulnerable property. More significant floodwaters are beginning to impact low-lying areas, with inundation approximately 2-4 ft deep. Low-water crossings may be inundated with up to 2-3 ft of floodwaters. Campgrounds, secondary roads, and outbuildings may be experiencing flooding up to 1-2 ft deep. Flooding less than 1 ft deep may begin impacting basements and primary roads.

Isolated, shallow flows over roadways is possible. A few flood-prone, low-water crossings may become impassible. A small culvert washout or two is possible. * ADDITIONAL DETAILS... - At 1102 PM EDT, Doppler radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 2 and 6 inches of rain have fallen along the ridges of the southern parts of Yancey, Mitchell and Avery counties. A stream gage on Grassy Creek was over 5 feet and rising, which means it is likely out of its banks. Out of bank conditions will develop on North Toe River and South Toe River, as well. - Additional rounds of showers and thunderstorms are expected to develop over the next few hours and the threat will persist through the early morning hours on Sunday. These showers and storms will be very efficient at producing heavy rainfall. Soils are saturated and streams are swollen. Therefore, additional heavy rain may quickly create new areas of flooding and cause previous areas of flooding to redevelop. As a result, Flash Flood Warnings may be issued tonight. McDowell County in western North Carolina... * Until 415 AM EDT. * At 1025 PM EDT, Rounds of torrential rainfall have impacted many areas of McDowell County following a prolonged period of steady light to moderate rain, which produced storm-total rainfall of 2-4 inches over the past 12 hours. Unfortunately, this current torrential rainfall is producing another 1.5-2.5 inches of rain over the past couple of hours. This rainfall over saturated soils is causing more significant rises to develop along areas streams and associated tributaries. Areas of greatest concern include the headwaters of Cove Creek and the Second Broad River near Sugar Hill, where the 3300 block of Sugar Hill Road is closed due to flooding; Nix Creek near Providence; Crooked Creek near Moffitt Hill; and the Upper Catawba River between Old Fort and Pleasant Gardens, including along Lytle Mountain Rd, where a foot of flood waters have currently closed the roadway. Additionally, a landslide has been observed on NC-226A with minor impacts to the roadway. Additional areas of Minor flooding are expected to develop over the next 1-3 hours. Storm-total rainfall of 4-8 inches is expected, with isolated higher amounts possible across the upper Pigeon River watershed upstream of Canton. The highest totals will occur along the Pisgah ridge and in the Shining Rock and Middle Prong Wilderness areas within the headwaters of the east and west forks of the Pigeon River. There remains enough confidence that out-of-bank conditions are likely for the Pigeon River. This rise above Action Stage will result in nuisance, relatively shallow flooding of low-lying areas adjacent to the Pigeon River, including farmland, woodlands, low-lying secondary roads, greenways, parks, and other flood-prone locations.
