Rises in normally dry arroyos. * ADDITIONAL DETAILS... - At 1139 PM MDT, A thunderstorm producing torrential rainfall rates of 2 to 3 inches per hour has produced just under an inch of rain just northeast of Tornillo. Runoff will inundate arroyos flowing towards Tornillo over the next hour, and may result in minor flooding on local roads. - Some locations that will experience flooding include... Northwestern El Paso County in western Texas... * WHEN...Until 100 AM MDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Rises in small streams and normally dry arroyos. Water over roadways. * ADDITIONAL DETAILS... - At 1133 PM MDT, A band of moderate to heavy rainfall rates up to 1.5 inches per hour has set up across the Mesilla Valley and El Paso's Upper Valley, down towards the international border at Sunland Park. The band has been persistent, and has set itself up over an already saturated area from earlier rainfall. Expect localized street flooding and minor flooding in poort drainage areas. - Arroyos flowing east off the west mesa may become inundated, affecting parts of La Union and Chamberino. - Some locations that will experience flooding include... North Central Hudspeth County in western Texas... * Until 145 AM MDT. * At 1049 PM MDT, Slow moving thunderstorms have been training across parts of the Otero Mesa from Hudspeth County. 1 to 1.50 inches of rain has fallen northwest of Dell City. This will lead to flooding in arroyos and draws that flow east. Back roads in the area northwest of Dell City will also experience flooding. HAZARD...Flash flooding caused by thunderstorms. Flooding may occur in poor drainage and urban areas.
