Red River of the North at Pembina affecting Pembina and Kittson Counties. * WHAT...Minor flooding is forecast. * WHERE...Red River of the North at Oslo. * WHEN...Until Saturday morning. * IMPACTS...At 26.0 feet, MINOR FLOOD. * ADDITIONAL DETAILS... - At 8:00 PM CDT Wednesday the stage was 25.9 feet. - Forecast...The river is expected to rise to a crest of 26.0 feet just after midnight tonight. Dry conditions and breezy winds will lead to near critical fire weather conditions Thursday. South winds of 10 to 20 mph with gusts of 20 to 30 mph are forecast. Minimum relative humidity values of 20 to 30 percent are also expected. Together, these conditions could lead to the rapid spread of fires. Check burning restrictions and fire danger before burning. ...POTENTIAL FOR CRITICAL FIRE WEATHER CONDITIONS THURSDAY AFTERNOON AND EVENING... .Warm temperatures in the upper 70s to lower 80s combined with relative humidity values as low as 20 percent will exist with wind gusts as high as 25 to 30 mph Thursday morning through Thursday evening. This environment will create potentially critical fire weather conditions for portions of southwestern and west-central Minnesota. The National Weather Service in the Twin Cities has issued a Fire Weather Watch. * AFFECTED AREA...Portions of southwest and west central Minnesota. * TIMING...From Thursday morning through Thursday evening. * WINDS...South winds 15 to 20 mph with gusts up to 30 mph. * RELATIVE HUMIDITY...Around 20 percent. * IMPACTS...Any fires that develop will spread rapidly. Relative humidity values will drop as low as 25 to 30 percent along with south to southwest winds gusting up to 30 mph across west central and north central Minnesota. Given the dry fuels, near critical fire weather conditions are expected between noon and 8pm. Any fire that does develop has the potential to quickly spread. There is a low chance for a Red Flag Warning upgrade particularly in west central Minnesota. This includes the Tribal Lands of the Fond du Lac Band, the northwestern area of the Lac du Flambeau Band, the Grand Portage Reservation, the Bad River Reservation and the Red Cliff Band.
