* WHAT...Flooding caused by excessive rainfall is possible. * WHERE...Portions of west central Minnesota, including the following county, Clay and southeast North Dakota, including the following counties, Barnes, Cass and Ransom. * WHEN...Until 5 AM CDT Tuesday. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Low-water crossings may be flooded. Storm drains and ditches may become clogged with debris. Extensive street flooding and flooding of creeks and rivers are possible. * ADDITIONAL DETAILS... - Recent rainfall has saturated soils in portions of southeast North Dakota into southern Red River Valley of Minnesota. Severe Thunderstorm Warning issued September 28 at 5:45PM CDT until September 28 at 6:15PM CDT by NWS Grand Forks ND

At 544 PM CDT, a severe thunderstorm was located over Glyndon, or 11 miles east of Fargo, moving east at 30 mph. HAZARD...60 mph wind gusts. SOURCE...Radar indicated. IMPACT...Expect damage to roofs, siding, and trees. Locations impacted include... Glyndon, Sabin, Downer, Averill, and Buffalo River. This includes Interstate 94 in Minnesota between mile markers 6 and 16.
