Winds gusting as high as 35 mph. * WHERE...Northern portions of Wayne and Cayuga counties and southern portions of Oswego County. * WHEN...Until 6 AM EST Wednesday. * IMPACTS...Travel will be extremely difficult in lake effect snow bands. Areas of blowing snow will significantly reduce visibility.

The hazardous conditions will impact the Wednesday morning commute.

Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures.
