* WHERE...Southwest Virginia, the Cumberland Plateau, and the Tennessee Valley * Winds...Wind gusts of 30 to 40 mph or greater are expected across the Cumberland Plateau Wednesday afternoon, and in the central and southern Tennessee Valley as well. Gusts will be less in the northern Valley and into southwest Virginia, but even gusts upwards of 20 mph will be possible there. Gusty conditions continue into the evening before relaxing. * Relative Humidity...Southwest Virginia and areas along and east of the I-75 and I-81 corridors will see minimum RH levels below 25 percent tomorrow, with areas west of those interstates generally being in near to slightly above 30 percent. Please refer to your local burn permitting authorities on whether you may burn outdoors.

Blackwater River near Dendron affecting Surry County. * WHAT...Minor flooding is occurring. * WHERE...Blackwater River near Dendron. * WHEN...Until further notice. * IMPACTS...At 36.3 feet, Jones Town Drive and Walls Bridge Road begin to flood. * ADDITIONAL DETAILS... - At 7:45 PM EDT Tuesday the stage was 37.1 feet. - Bankfull stage is 35.3 feet. - Recent Activity...The maximum river stage in the 24 hours ending at 7:45 PM EDT Tuesday was 37.1 feet. - Forecast...The river is expected to remain in flood stage through Wednesday afternoon. - Flood stage is 36.3 feet. - Flood History...This crest compares to a previous crest of 37.1 feet on 02/06/1998. - http://www.weather.gov/safety/flood

Minor flooding is forecast. * WHAT...Minor flooding is occurring and minor flooding is forecast. * WHERE...Nottoway River at Sebrell. * WHEN...Until late Friday morning. * IMPACTS...At 18.5 feet, Hancock Peanut Mill is affected in Courtland. * ADDITIONAL DETAILS... - At 8:15 PM EDT Tuesday the stage was 16.9 feet. - Bankfull stage is 12.0 feet. - Recent Activity...The maximum river stage in the 24 hours ending at 8:15 PM EDT Tuesday was 16.9 feet. - Forecast...The river is expected to rise to a crest of 17.4 feet tomorrow morning. Relative humidity values of 15 to 25 percent will combine with wind speeds of 15 to 25 mph and dry fuels to result in increased fire danger across northwest North Carolina and far southwest Virginia Wednesday afternoon and evening. People are urged to avoid outdoor burning on Wednesday. If you must burn, use extreme caution since fires can grow quickly and become dangerous in these conditions. Ensure that fire suppression equipment is readily available. Properly extinguish and dispose of any smoking materials. Please refer to your local burn permitting authorities whether you may burn outdoors.
