* WHAT...Flooding caused by excessive rainfall is possible. * WHERE...Portions of northeast Kentucky, including the following counties, Boyd, Carter, Greenup and Lawrence KY and West Virginia, including the following counties, Boone, Cabell, Clay, Kanawha, Lincoln, Northwest Fayette, Northwest Nicholas, Northwest Pocahontas, Northwest Randolph, Northwest Webster, Putnam, Southeast Fayette, Southeast Nicholas, Southeast Pocahontas, Southeast Randolph, Southeast Webster and Wayne. * WHEN...From Wednesday morning through Wednesday evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Strongest gusts are expected at higher elevations. * WHERE...Portions of east central, northeast, south central and southeast Kentucky. * WHEN...From 4 PM this afternoon to 4 PM EST Wednesday. * IMPACTS...Gusty winds could blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. * ADDITIONAL DETAILS...After a strong cold frontal passage Wednesday morning, gusty west-northwest winds will continue for a few hours before diminishing.

Tree limbs could be blown down and a few power outages may result. High profile vehicles traveling on west to east roads will encounter challenging driving conditions. * ADDITIONAL DETAILS...Peak wind gusts will likely occur between late Tuesday afternoon and early Wednesday morning.

Tree limbs could be blown down and a few power outages may result. Automotive travel will be impacted, especially for high profile vehicles. Lakes will have high wave potential as well. * ADDITIONAL DETAILS...Peak wind gusts will likely be in the afternoon or early evening for most of the area.
